Inner Trelia is a minor province in the Outer Pentarchate, established in ZY 2658.
The local government is heavily decentralized, with the floating city of Darplaur serving as a de jure capital. The Chief Delegate for Inner Trelia is Rosmund Thornhand.
Inner Trelia is notable for having negative parliamentary representation. Contrary to popular misconception, most other attributes of the province are not negated to match; for example, its area is properly written as 4520 th^2, not -4520.
Negative representation
When Inner Trelia became a province, it was given a negative share of parliament, officially to acknowledge the territory's culture at the time[1], as well as to maintain the parliament's net size below the then-mandated upper limit. Neither of those are significant concerns today, but negative representation persists as an entrenched "local quirk."
One consequence of negative representation is the practice of cancellation voting, in which votes cast by an Inner Trelian delegate are subtracted from, rather than added to, the total vote count. Their incentive is therefore to vote strategically for positions of which they disapprove. This leads to an inverted form of the familiar kingmaker effect, sometimes referred to as a "kingbreaker," whereby Inner Trelian votes frequently serve as the deciding factor in defeating one of several closely contested candidates.[2]
Because Inner Trelia's population growth has been largely stagnant relative to other territories, their representation in parliament has diminished, from -2% in ZY 2658 to -18% at present. Due to the nature of cancellation voting, this reduction has had the practical result of significantly and disproportionately increasing their political influence, to the consternation of many. Their disruptive effect has been exacerbated further by the current Chief Delegate, Rosmund Thornhand, who makes a habit of spoiling low-attendance assemblies by showing up with her full delegation, thus lowering the total number of delegates present and preventing quorum from being reached.
